Comprehensive Master Plan

The state of Maryland requires a Comprehensive Plan update, in response to the 2020 Census. Our Baltimore will guide equitable neighborhood development over the next ten years.

The Planning process formally kicks off on April 28, 2022. We hope you will join us! Over the coming months, we will be seeking residents to lead the process and contribute your ideas, expertise, and voice.

  Previous Master Plan (2006)

  In 2006, The Department of Planning developed a new Comprehensive Master Plan for Baltimore City to direct economic growth and quality of life initiatives for the next 10 years.

  The Department of Planning used a business plan strategy to lead investment, policy, and programming outcomes in the Master Plan.
